Biography
Tamra J. English serves as General Counsel and Secretary to the Board of Trustees at the University of Northern Colorado, where she provides strategic legal counsel to the university’s leadership. In this capacity, she advises the Board, senior administrators, faculty and staff on a broad spectrum of legal and policy matters, including governance, regulatory compliance, employment and faculty affairs, student issues, litigation, risk management, and state and federal legal obligations. Ms. English is committed to fostering a culture of integrity, transparency, and collaboration across the university community while ensuring that institutional decisions are informed by sound legal guidance.
Prior to joining the University of Northern Colorado, Ms. English served as Assistant Vice Chancellor and Managing Counsel at The University of Texas System Office of General Counsel, where she led a legal team of attorneys and administrative professionals in managing a high-volume portfolio of multi-disciplinary legal matters across fourteen academic and health institutions. Earlier in her career, she practiced in both public and private sectors, including roles as a senior associate at Ewbank & Byrom, PC, and as an assistant district attorney in Brazoria County, Texas.
Ms. English holds a Juris Doctor and a Bachelor of Business Administration from Baylor University. She is admitted to practice law in Colorado, Texas, and California. She is an active member of the National Association of College and University Attorneys (NACUA), having served on its Legal Education Committee and Committee on Membership and Member Services. She is also a member of the Texas Bar College and has contributed to numerous professional and philanthropic initiatives.
