General Information

Parking Services' mission is to manage an efficient and self-supporting system of parking lots for the campus. We will design and maintain our lots to enhance safety and an orderly traffic flow. We will enforce Parking Rules and Regulations so that our patrons receive the best service possible.

UNC assumes no responsibility for the care and protection of motor vehicles or their contents while operated or parked on the campus. Vehicles should always be locked and valuables kept from plain sight.

Parking Services is a self-supporting auxiliary department of the University of Northern Colorado. No tax revenue, student fees or tuition funds are used in its operation.

The campus speed limit is 15 miles per hour

Parking Permits Are Required

All vehicles parked on university property must properly display a valid UNC parking permit if they're not parked at a paid meter.

Most lots are patrolled 8 a.m.-5 p.m., Monday- Friday. Some lots are patrolled 24 hours per day, seven days per week.

Purchasing Long-Term Parking Permits

Semester and full-year parking permits are available for purchase. You are responsible for learning where your permit is valid by using the parking map or by asking UNC Parking Services.

  • Online: www.unco.edu/parking
  • In person: Parking Services Office, Gray Hall near 8th Avenue and 19th Street on Central Campus Parking permits are available on a first-come, first-served basis. Permits allow purchasers access to various campus lots, but do not guarantee parking spaces. Early arrival is recommended.

Window sticker parking permits are not transferable to another person or vehicle. Hang tag parking permits may be transferred between vehicles, not individuals.

Permits for Persons with Disabilities

People may obtain special disability permits upon certification of disability by personal licensed physician, or state disability verification. Proper documentation must be provided to Parking Services prior to purchasing a disabled parking permit in person or online. Please call Parking Services at (970) 351-1971 for information.

Short-Term Parking

The following options for short-term parking are available:

  • Hourly permits, which can be purchased at:
    • Dispenser machines located in many student parking areas.
  • Daily permits, which can be purchased at:
    • Dispenser machines located in many student parking areas.
    • Parking Services office in Gray Hall or
    • University Conference and Events Scheduling Office, second level of the University Center.
  • Metered parking spaces are available throughout campus. Meters are enforced according to the same hours as the area/lot in which they are located. Permits are not valid in metered spaces. Permit holders must still pay the meter to park in a metered space.

Guest, Visitor, Vendor and Contractor Parking

Please use metered spaces or purchase daily or hourly permits as described above in Short-Term Parking.

Contractors and service vendors anticipating frequent trips can purchase Service Permits from the Parking Services Office.

School buses may park at the west end of Y-Lot without a permit if prior approval has been granted by Parking Services or Events Planning.

Permit Replacement or Exchange

There will be a $5 fee to exchange your UNC parking permit. If you do not bring your UNC permit to exchange, a $35 replacement fee will be charged. If a replacement permit is issued and the permit declared as lost/stolen is subsequently used, a substantial fine and a $75 boot fee will be assessed. Lost or stolen permits should be reported to Parking Services immediately. Expired permits should be shredded or otherwise destroyed.

Special Event Parking

UNC permits are not valid for special event parking. Parking Services has the right to reserve campus parking lots and restrict access on university streets during special events.

Reserved Parking Spaces

Some spaces on campus are reserved for specific reasons. These spaces are marked with signs and restrictions are enforced 24 hours a day, seven days a week.

Parking Lot Restrictions

Parking restrictions for fire lanes, spaces for disabled persons, timed spaces, no-parking zones, meters in Turner Drive, Frasier Circle and University Apartments, and service spaces are enforced 24 hours a day, seven days a week, in all lots.

Permits are required 8 a.m.-5 p.m., Monday- Friday except in these lots: Davis, F, P, PS, R, T and TN which are enforced 24 hours a day, seven days a week.

Inoperable Vehicles

If your vehicle becomes inoperable while parked in a UNC parking lot, you should notify Parking Services immediately. If you do not, the vehicle may be ticketed repeatedly - including every two hours if parked at a meter - or towed. The vehicle must be removed within 24 hours of becoming inoperable. Parking Services may grant additional time upon request.

Parking Regulations Enforcement

If you receive a parking ticket, you have 10 calendar days from the issuance date to pay a reduced fine, file for a hearing or report any problems with the ticket to the Parking Services Office.

Delinquent tickets can also result in additional fees; a hold being placed on registration, graduation or transcripts; and eventually a referral to state collections. Vehicles may be booted and/ or towed at owner expense for repeated, unpaid violations.

Ticket Appeal Process

To contest a ticket, you may request a hearing. Parking Services will provide a hearing appeals form and will schedule a hearing at the convenience of the Hearing Officer.

You must submit the hearing appeals form to Parking Services within 10 calendar days from the date of ticket issuance. If you cannot be present at the hearing, your case will be heard on the basis of your written statement only.

A $10 hearing fee will be assessed to each ticket that has been upheld in the hearing process. A written disposition notice will be sent to you explaining the results of the hearing.

The fine for a ticket upheld at a hearing must be paid at Parking Services within 10 calendar days of the date of the disposition notice.

Vehicles Being Repaired

Temporary parking permits are available to drivers who have a vehicle in for repairs. Parking Services will issue a temporary permit for up to two weeks. A nominal fee will be assessed. If repairs will require more than two weeks, you'll need to supply a note from the repair shop with an estimated date the repairs will be completed.

Student Permit Refund Policy

In the first four weeks of a semester, a refund may be given for a permit that was purchased at the beginning of that semester. The permit must be returned to Parking Services. The refund can then be calculated based on the date of a student's total withdrawal from classes and date the permit is returned. There will be a processing fee for every refund.

Fall Semester and Full-Year Permits

  • Aug 22 – 26: 100% refund
  • Aug 29 – Sept 2: 95% refund
  • Sept 5 – 9: 90% refund
  • Sept 12 – 16: 85% refund

No student refund after Sept 16 (the first four weeks of classes)

Spring Semester Permits

  • Jan 9 – 13: 100% refund
  • Jan 16 – 20: 95% refund
  • Jan 23 – 27: 90% refund
  • Jan 30 – Feb 3: 85% refund

No student refund after Feb 3 (the first four weeks of classes).

Faculty/staff permit refunds are considered only in cases of job abolishment or medical emergency.

Broken Meter or Dispenser Box

If you encounter a broken meter, you must move to a different metered space to avoid being cited. Please report broken meters to Parking Services as soon as possible, including the pole and meter number.

Please report malfunctions in the Daily Permit Dispenser boxes to Parking Services. If a box is not working, please go to another location to purchase a daily permit. Daily permit dispensers are located in several student parking lots. See map for locations.
