After you have inserted you image into Front Page right click on it and navigate to [ Page Properties ]

[ Right Click ] + [ Page Properties ]

Select the [ General Tab ]. Under the section marked "Alternate Representations" Check the "Text" checkbox and type in the Alternate text is the box:
