A university-operated facility is one where UNC is responsible for the cost of maintenance, custodial services, and utilities. A project that is conducted partially on-campus and partially off-campus can pro-rate the F&A charges, if project personnel spend at least 50% of their effort on the project at the off-campus location. |

Q- A- | When do I need to fill out a Proposal Review and Approval Form? The PRAF is required for all new and competing grant/contract proposals. Whether your proposal is being submitted to a funding agency or another entity as a "sub" part of that entity's proposal to a funding agency, it must be submitted through SPARC, and it requires a completed, signed PRAF prior to submission. The PRAF is required for pre-proposals only when the pre-proposal will be evaluated by the sponsor to determine whether a full proposal will be invited. |
