PROPOSAL DEVELOPMENT & REVIEW SYSTEM
The system is designed to service and support UNC’s Community Development & Outreach Institute and the Heritage Resources Management & Education Institute
Goal: to achieve 90 day-minimum grant and contract development cycle, not always possible in some circumstances
1. Pre-proposal project conceptualization and grantor identification cycle.
- Consultation with research office staff. Use of granting/contract agency/foundation search and in-house library-file resources to identify funding programs and their requirements.
- Develop short outline and abstract of project, define time and budget parameters, identify needed resources for project execution, any external non-university partners, and project PIs and personnel.
- Submit pre-proposal form to research office.
- Schedule submission of pre-proposal to research office a minimum ~90-95 days in advance of formal submission deadlines.
2. Two week cycle-Compose full draft proposal with research office staff support and advice using appropriate funding agency format. Formulate an appropriate budget and work with research staff to identify and apply for any needed match funding. Submit draft proposal to research office for technical review for organization, format, grammar, spelling, clarity, budget information accuracy, etc.
3. Two weeks- Technical review of draft proposal. Returned to proposal writer (s) for revisions, corrections.
4. Two weeks. Revision of draft proposal related to technical review.
5. Two weeks. Draft proposal turned in to research office for peer-review of content and professional critique.
6. Two weeks. Revision of draft into final proposal based on internal peer-review comments. Final check of budget data by research staff and SPARC. Preparation of proposal review form by PIs and research office staff.
7. Two weeks. Submission of proposal and proposal review form (PRF) to Dean’s office, Academic Affairs, and SPARC. Processing and signature period of two weeks prior to formal submission.
8. Formal submission of grant/contract proposal on or before submission deadline.
