I. Daily Parking Permit Dispenser FAQs

Where are UNC Daily Parking Permit Dispensers located? Daily Parking Permit Dispensers are located in the following lots as of 14January2011: B, C, I, J, Jackson, L & M. Click here to open UNC Parking Map. X-lot dispenser, #6, was removed 8October2010 from the west edge of Y-lot. A-lot dispenser, #1, was removed 14January2011 from northeast of University Center. The removal of the X-lot & A-lot dispensers left seven dispensers on UNC campus despite the nine red stars on the map which indicate locations of Daily Dispensers. The dispensers are accessible 24/7.

What does a Daily Dispenser Permit cost? As of 5January2011 several UNC permit dispensers offer two types of permits--DAILY permits and HOURLY permits.

DAILY permits cost $5 for 24 hours. At present the dispensers are equipped to accept cash only--U.S. nickels, dimes, quarters, paper dollars, five dollar bills and dollar coins only. Do not insert anything else. All seven dispensers will accept the old five dollar bills but some will not accept the newer, more colorful five dollar bills. The dispensers are not equipped to accept credit card payment and they can neither give back change nor any of the money that was already inserted.

HOURLY permits cost $1 per hour up to four hours. Upon entering more than four hours the customer will be directed to cancel & buy the $5 daily (24-hour) permit instead. Dispensers that offer Hourly Permits are located in lots B (south side of UC), C (south of UC & 22nd Street), I (near North Hall), J (south of Holmes Dining Hall & west campus residence halls), Jackson, L (near Candelaria Hall) and M (south of Nottingham Field at south end of M-lot). Like the 24-hour dispenser permits, Hourly permits are valid in regular spaces of all student lots except K-east lot--and not valid at metered or Faculty/Staff spaces. Hourly permits in essence make a regular student parking space serve as a short-term parking space.

What if I have trouble using a Daily Permit Dispenser? UNC Parking Maps are available in a rack at each dispenser. If one dispenser malfunctions, use the map to find the next, nearest dispenser. As soon as possible after having trouble with a dispenser, report the trouble by telephoning UNC Parking Services--ph# 970.351.1971, 8a-5p M-F, when UNC is open or, if outside those hours, telephone UNC Police Department, ph# 970.351.2245. A notice listing these telephone numbers is adhered to each dispenser & requests that users report troubles by telephoning Parking Services. Reporting the problem in this manner enables Parking Services to resolve the dispenser problem and it enables the customer to log information about funds lost during the transaction. Are there any tips for using a Daily Permit Dispenser?

  1. Dispensers in lots B, I, Jackson & L are newer than the other dispensers. The new dispensers accept both newer and older five dollar bills.
  2. Touching any key on the newer dispensers initiates the purchase process. Touching the START key on the older dispensers initiates the purchase process and resets any incomplete transaction that occurred previously.
  3. Insert money slowly enough to see each piece of money acknowledged on the display. Crisp, dry, intact paper money works best.
  4. Watch the display. It is especially helpful to see the message, "PERMIT PRINTING ... PLEASE WAIT". After seeing that message, 5 - 20 seconds elapse before the permit drops down the chute (drops sooner at older dispensers). When the permit is ready, "PLEASE CHECK BELOW" will be displayed. The transaction is now complete. Please note the LOT RESTRICTIONS printed on the permit.
  5. If the permit-printing message was displayed but the permit does not appear, then dry-static or moisture may have caused the permit to stick in the chute. On older dispensers lightly tapping the face of the dispenser box may unstick the permit or by reaching up the chute one may be able to get the permit. Sometimes they just seem to take an extra minute before they drop.
  6. Please report to Parking Services any messages about mechanical problems in the dispenser(s)--e.g., out of paper, bill collector full, etc..

II. Hearings and Appeals FAQs

Who may contest a ticket? Any person desiring to contest a ticket may request a hearing.

How is a ticket contested? The petitioner needs to come to Parking Services in Gray Hall and fill out a hearing request form to be submitted to the Parking Service Office within ten (10) calendar days of the date of the citation. The hearing request form includes a written statement of the circumstances surrounding the citation. Click here for a printable version of the hearing petition form.

What if it is 10 days past the issuance of the citation? Anyone who fails to request a hearing within the prescribed time waives his right to a hearing and subjects himself to the monetary fine and penalties.


What should be included in the written statement? The statement should include clear and convincing evidence. It should clearly state all the facts and deal with both sides of the issue. The statement may include an explanation of circumstances that were life threatening or situations that were beyond the petitioner's control.

How does the petitioner prepare for a hearing? What evidence should be presented? The petitioner should review the circumstances surrounding the citation and inform the hearing officer of any additional details which weren't included in the written statement. The defense should present the facts to the hearing officer in a clear, concise and orderly manner. The petitioner may bring witnesses and/or photographs to the hearing.


When and where are hearings held? The hearings are held in the Parking Service Office in Gray Hall once a month or as needed.


Who will be present at the hearings? The petitioner, the hearing officer and any witnesses shall be present. The Parking Services office may have a member present to serve in a representative capacity.

What if the petitioner cannot attend a hearing in person? If the petitioner cannot attend a hearing in person or does not wish to appear in person, his case will be heard on the basis of his written statement only. The hearing officer's decision is final. If a petitioner does not appear in person and is dissatisfied with the hearing results, a second hearing on the offense will not be granted.

What happens if the petitioner misses a scheduled hearing appointment? If the petitioner knows that he will not be able to appear at the time scheduled, he may call to either reschedule the appointment or request that the hearing be heard on his written statement alone. If the petitioner fails to appear without prior notice to the Parking Services office, his petition will be judged on the basis of his written statement. If a petitioner does not appear in person and is dissatisfied with the hearing results, a second hearing on the offense will not be granted.

Who is the hearing officer? The hearing officer is a fair and impartial arbitrator, hired by Parking Services. He may be a member of the University community or the community at large. THE HEARING OFFICER'S DECISION IS FINAL.

What happens when a ticket is dismissed by the hearing officer?

If the hearing officer dismisses the ticket, it is canceled at no cost to the petitioner.

What happens when a ticket decision is upheld by the hearing officer? If the hearing officer upholds the ticket decision, the fine must be paid. The petitioner will be notified by mail of the hearing officer's decision. In addition to the original fine amount the petitioner will be assessed a $10.00 court cost on each ticket that is upheld. All fines and court costs must be paid to the Parking Services Office within (10) calendar days of the disposition notice.

What happens if the payment of the upheld citation is not made within 10 days? Any fines due and unpaid after (10) calendar days from the date of the hearing will be billed according to campus policies. Students will be billed by the accounting office for delinquent fines and court costs. Faculty/Staff members will be billed for delinquent fines and court costs by the Parking Services office and can expect to have any unpaid amounts withheld from their paychecks. Unpaid parking charges and court costs incurred by others will be turned over to a collection agency following normal Parking Services billing procedures.

What is the purpose of the court cost? The court cost is used to offset the cost of processing a hearing and the cost of engaging a hearing officer.


III. Hours of Lot Enforcement FAQs

When are UNC parking areas & lots enforced? Properly displayed permits are required and payment of meters is required 8 a.m. - 5 p.m. Monday - Friday in most lots with the exception of these: Davis, F, H, P, Ps, R, T, Tn, Frasier Circle and Turner Drive (See next question.).

Which UNC parking areas are enforced around the clock? Parking restrictions for fire lanes, spaces for disabled persons and for service vehicles, and other specially marked spaces, timed spaces, and no-parking zones are enforced 24 hours a day, seven days a week in all lots. Meters in Turner Drive, Frasier Circle and at University Apartments are enforced 24 hours a day, seven days a week. Properly displayed permits are required 24 hours a day, seven days a week in Davis, F, H, P, Ps, R, T and Tn.

IV. K-lot Permits FAQs

What are K-lot permits? K-lot permits refer to the small lots near Carter Hall (Bldg 10 on the Parking Map) and Kepner Hall (Bldg 2), located in Central Campus, near 17th Street and 8th Avenue. The primary candidates for purchase of the Student K-lot permits are junior and senior Business majors, PVA majors or Music majors. The Student K-lot permit allows access to K-east lot--the lot on the east, 8th Avenue side at Monfort College of Business--and to all other student lots on campus. A limited number of K permits are issued. If you need a K permit, purchase early! We recommend purchasing in July for annual or fall semester Student K permits and finals week in December for spring semester Student K's. Freshmen, sophomores and upperclass students who are not Business majors, PVA majors or Music majors can likely make good use of the standard student permit, available for a lower price. The standard student permit allows parking in all student lots on campus except for the K-east lot.

V. Move-Out (Final Exams) Week Spring 2010 Parking FAQs

VI. Semester or Yearly Permits FAQs

What should I do with an expired permit? Shred the permit, cut up the permit or return the permit to UNC Parking Services where we will shred it. Even an expired permit would link back to the person to whom it had been issued if that permit was visible in/on a vehicle that is being cited. The only way to know that the no-longer-needed permit could not fall into the wrong hands is to destroy the permit.

How do I remove my window-sticker permit from my windshield? Scrape it off with a razor scraper. (You may briefly borrow our razor scraper while leaving an item for security.) Since our window-sticker permits are meant not to be transferred to another vehicle, they usually will break apart upon being removed. Do not use brushes or any fluid substance--especially if you still need to exchange a window-sticker for another permit, because we have to be able to recognize the pieces in order to accept them for the exchange.

Can a student get a refund on his permit? Yes, but only at the beginning of the semester for which the permit was purchased. The percentage of the parking permit refund is based on the date of a student's total withdrawal from classes and the date that the permit is returned to UNC Parking Services. Can I sell my permit when I leave UNC? No, all UNC parking permits are non-transferable and issued solely for the use of the applicant. These permits remain the property of UNC Parking Services. They may not be sold, given or loaned to anyone else. The safe thing to do is to destroy that permit.

VII. Visitor Scratch-off Parking Permit & Student Scratch-off Parking Permit FAQs

Can an individual purchase these by telephone? Yes, one may telephone Parking Services Office, (970 351 1971, 8am - 5pm, M-F when the university is open) and purchase scratch-off permits via Discover, MasterCard or Visa credit accounts. We will mail the order (plus receipts, unless advised to shred them) to the address provided by the customer. Orders for a multiple quantity of any sort of temporary parking permits are binding and cannot later be changed, cancelled or refunded. Our computer operating system does not allow us to change a Bulk Invoice after the permits on that invoice have been updated.

Can expired, unused scratch-off permits be exchanged? Yes, one may convey them to UNC Parking Services Office, Gray Hall, Campus Box 113, Greeley, CO 80639-0112, identifying the customer and providing an address or other means of receiving the free, replacement scratch-off permits.

Can a UNC department order scratch-off permits by email and by telephone? Yes, a UNC department can email (to the contact person for this web page) or telephone Parking Services Office, (970 351 1971), 24 hours in advance of picking up the order. Departments can pay with an Intramural Order or with cash. Agencies can pay with a TIO. Indicate to what campus box the order is to be sent or when a department representative will pick up the order. Orders for a multiple quantity of any sort of temporary parking permits are binding and cannot later be changed, cancelled or refunded. Our computer operating system does not allow us to change a Bulk Invoice after the permits on that invoice have been updated.
