To discuss a citation, telephone (970.351.1971) as early as the next business day after citation issuance. If you bring the citation to the UNC Parking Services office in Gray Hall, we can sometimes help you on the same day a citation is issued. Citations upload into our computer system the morning of the next business day after they are issued. The entrance to UNC Parking Services office is on the north side of the east end of Gray Hall. Gray Hall is east of Gunter Hall and south of Carter and Kepner Halls.[View UNC parking map.] The green arrow pointing southwestward on the UNC Parking Map indicates UNC Parking Services, open 8 am - 5 pm Monday – Friday when UNC is open.

We offer an early payment discount. Effective Fall2009 if a citation fine is paid within ten (10) calendar days of the date the citation was issued, then the payer is eligible to take a $10 discount off from the dollar amount of the citation penalty fine. Under particular circumstances it might be possible for a citation fine to be reduced or dismissed, but only if discussion occurs within ten calendar days from citation issuance and criteria for amendment are met. Such discussion can be conducted by telephone or in person. Discussion may include the topics of why the citation was issued and how to avoid future citations.

We also offer an "Oops void". Each person to whom an annual/semester permit has been issued is allowed one (1) dismissal of a citation during the current academic/parking year for a citation issued for failing to display the permit where it is valid. The Oops void request is valid only as long as the permit is valid. Customers must contact Parking Services by phone (970.351.1971) or in person and ask to use their Oops void from the day after the citation was issued up to 10 calendar days after the citation was issued—after that it’s too late. Note that the circumstances which make a citation eligible for an Oops void are specific:           (1) the customer has purchased a current annual or semester parking permit;                         (2) the customer has not already used their Oops for the current academic year;             (3) the citation was issued at a place where the customer’s annual/semester permit would have been valid; &                                                                                                           (4) the customer contacts Parking Services about using their Oops within ten (10) calendar days of the citation issuance.

You may request a hearing to contest the citation. [View information about hearing petitions.] A fee of $10 per citation is charged for each hearing.The petitioner needs to complete a hearing request form and bring or fax (970.351.1903) the form to Parking Services in Gray Hall within ten calendar days after the date the citation was issued. The hearing petitioner is advised to list a good contact phone number on the hearing petition, as well as dates & times (within business hours) that seem particularly good or bad for scheduling the hearing. If an appointment compatible with the hearing officer's schedule cannot be made, then the petitioner's narrative will stand in lieu of his/her physical presence.

Automatic fine transfers occur after a citation fine has remained unpaid a certain number of calendar days from the citation issuance.  A fine on a citation that was issued to a current UNC employee would not transfer to payroll deduction before 12 days after issuance. A fine on a citation that was issued to a current UNC student would not transfer to the student bill before 12 days after issuance. A fine on a citation that was issued to someone who is neither a current UNC employee nor a current UNC student would not transfer to collections before 45 days after issuance. Discussion and protests about a citation should occur within ten calendar days from citation issuance. Once a citation fine has transferred, the citation becomes inaccessible to UNC Parking Services. Then the disposition & fine amount of the citation cannot be altered.

Methods of paying a citation fine include: (A) Cash, check, money order, Discover, MasterCard, Visa or UNC Debit account when paying in person while UNC Parking Services office is open; (B) Cash (at your own risk), check or money order when paying by mail or by deposit into UNC Parking Services' drop box—the bright yellow drop box is beside the office entrance doors on the foyer, accessible 24/7; and (C) Discover, MasterCard or Visa credit account when paying by phone while UNC Parking Services office is open. Please complete the information requested on the reverse side of the citation and enclose it with a payment that is being sent or brought to UNC Parking Services office. We regret that unresolved software compatibility issues have delayed implimentation of online citation payment.
