Frame Based Applications

A similar problem exists with some "templated" tools based on frames. If the frames are named correctly - or if the support staff has access to the templates to rename them to appropriately accessible names - then these tools are accessible. Many, however, are problematic, because, not only are the frames labeled inappropriately, but the templates are locked in a directory that cannot be modified without violating the terms of the software license. Remember that even if the vendor claims the software is accessible, it doesn't mean that the screen reader will read information that makes sense to the blind user.
