Federal Regulations:

Section 300.103(c) FAPE--methods and payments. (c) Consistent with Sec. 300.323(c), the State must ensure that there is no delay in implementing a child's IEP, including any case in which the payment source for providing or paying for special education and related services to the child is being determined.

Section 300.105(a) Assistive technology.
(a) Each public agency must ensure that assistive technology devices or assistive technology services, or both, as those terms are defined in Sec. Sec. 300.5 and 300.6, respectively, are made available to a child with a disability if required as a part of the child's--
(1) Special education under Sec. 300.36;
(2) Related services under Sec. 300.34; or
(3) Supplementary aids and services under Sec. Sec. 300.38 and 300.114(a)(2)(ii).

Section 601(c)(5)
Almost 30 years of research and experience has demonstrated that the education of children with disabilities can be made more effective by— (A) having high expectations for such children and ensuring their access to the general education curriculum in the regular classroom, to the maximum extent possible,

Section 612 (a)(23)(A) IN GENERAL – The state adopts the National Instructional Materials Accessibility Standard for the purposes of providing instructional materials to blind persons or other persons with print disabilities, in a timely manner after the publication of the National Instructional Materials Accessibility Standard in the ‘Federal Register….(B)…If a state educational agency chooses not to coordinate with the National Instructional Materials Access Center, such agency shall provide an assurance to the Secretary that the agency will provide instructional materials to blind persons or other persons with print disabilities in a timely manner.

Section 613(a)(6) (A) IN GENERAL – …a local educational agency that chooses to coordinate with the National Instructional Materials Access Center, when purchasing print instructional materials shall acquire the print instructional materials in the same manner and subject to the same conditions as a State educational agency.

Section 614(d) Individualized Education Programs— (1) (A) (i) Definitions …IEP means… and …includes

(IV) a statement of the special education and related services and supplemental aids and services…and a statement of the program modifications or supports for school personnel that will be provided for the child --
(bb) to be involved in and make progress in the general education curriculum … and to participate in the extracurricular and other nonacademic activities; and (cc) to be educated and participate with other children with disabilities and nondisabled children
