State Personnel

The Colorado Constitution established a state merit system and calls for the appointment and other procedures of all State employees to be under a classified system.  An Amendment passed by the voters in 1970 provided for a State Personnel System to replace the earlier Civil Service Commission.  Materials in this file include rules and regulations under the new system that have been published by the State, and those published by the University's own Personnel Office. They also include materials on performance rating.

In 1986, the UNC President's Office prepared a Codification (Working Edition), that included regulations on classified personnel. The Codification appears in RG1 S4--Trustee Regulations.

Personnel rosters. 1950-1999/Staffing Pattern. 1999-

Personnel Rosters are presented annually to the Trustees for approval.  In some years, faculty members are listed alphabetically by rank, in others, they are shown in a single alphabetical order, and a third variation is by college and department.  The academic year salary for the prior year is always shown, together with any adjustments, summer salary, and proposed salary for the new fiscal year.  Benefits are listed separately, and usually totaled for each member of the faculty.  The FTE (full time equivalent) is listed (i.e. whether the member is full time for the academic year).  Non-faculty exempt (i.e. from the Colorado State Classified Service) personnel are usually listed at the end.  Through the 1974-75 year, classified staff is shown by department classification together with anniversary date, salary step and grade. Benefits are likewise included for a total compensation. FTE of the position is also shown.  The 1977-78 and 1978-79 rosters are in two forms, one by rank, the other by department.  The 1978-79 department roster includes date of employment, date of rank, and social security number.  From 1975-76 through 1984-85, rosters include faculty and other exempt members. 

From 1986-, faculty, exempt, and classified are included.

Classified staff payrolls. 1979-1984

From 1979 to 1984, the Library received copies of the computer printouts of classified staff payrolls.  Not more than one month's payroll has been saved for each year.  Payrolls show the department, employee name, classification, monthly pay, and step and grade.

Center for Professional Development & Training. 1987-

In September of 1987, work began to centrally locate the organization on campus to present programs to foster professional and personal growth and development of University staff.  Programs were focused on specific groups: all employees, classified staff, exempt staff, faculty, deans and department chairs.  The types of programs envisioned were to improve interpersonal skills, technical skills and professional development, University information and personal development.  The first catalog of courses/workshops/opportunities was published for 1991-92.
