Department Chairmen's/Administrative Handbook Committee |

In November 1967, an ad hoc committee was appointed by the Dean of the College to develop "a reference manual of existing policies and regulations which were and are in effect on campus" (January 1970 Handbook). Forest N. Fisch of the Department of Mathematics was the chair of the committee and Donna Laughlin was recording secretary. |

The first minutes of the committee that have been located are for January 22, 1968, and there are several sets of minutes for meetings through July 1968, together with drafts for organization of the proposed handbook. One of the drafts begins with the title "Statement of Philosophy of Administration." |

On April 8, 1968, the committee met with President Holmes to discuss the draft. The committee also sent letters to members of the President's Council asking their cooperation. One memo indicates that a part-time secretary was hired to "start getting together materials we will need to get a total picture of the administration policies on campus." Apparently a consultant (not named in this file) was also hired to work on the handbook and that person was to "work very closely with the committee." |

The work of the committee resulted in the publication of a brown loose leaf publication of iv and 35 pages, plus index, in ring binders, dated January 30, 1969, and entitled Department Chairman's Handbook: Working Edition . A statement from the committee indicates that "this is a tentative document, with the expectation of a final document in the Fall of 1969". |

The Handbook begins with a "Statement of Administrative Philosophy" by President Holmes, followed by a list entitled "Source Identification" with reference to Colorado State Fiscal Rules and various regulations, by a list of definitions, and by four chapters. The first copy printed, shown as File lA, has four chapters as listed below, then a page with a "Tentative Outline" of five chapters to be completed. |

Among other definitions in the list referred to above is one of Academic Faculty: 0.2.1 Academic Faculty. This classification includes instructional personnel of the college who carry academic rank (Professor, Associate Professor, Assistant Professor, Instructor, Lecturer), professional librarians, and those who are in academic administration (School Deans, Department Chairmen). |

This is the first of three versions of the Department Chairman's Handbook printed and bound in a gilt loose leaf binder. It is quite similar to the earlier handbooks, with a change in chapter title from "Conditions of Employment--Faculty" to "Rights and Conditions of Employment--Faculty". |

This issue includes an "Introduction" written by the committee that lists the names of the six faculty members. The introduction states that the chapters have been rearranged, the index improved, and inconsistencies between the CSC Faculty Policies and Regulations , and Personnel Regulations and Policies of the State Colleges in Colorado have been removed. The introduction is dated January 29, 1970, and states that with this publication, the committee's responsibility ends. A notation from President Holmes indicates that annual revisions were planned, and changes would not be effective until they appeared in this document. |

This document does not appear to have many major changes. Those that were made were additions or deletions in Chapter 8 dealing with students and Chapter 9, Public services and development. It was printed and distributed according to the plan to publish the Handbook in September of each year. |

The outside cover is entitled Department Chairman's Handbook but the title page is entitled Administrative Handbook . A page entitled "Purpose of the Administrative Handbook" which had been signed by President Holmes in the two copies above is included in this revision but without signature, as by then President Holmes had left the campus which was awaiting a new president. The introduction in earlier Handbooks is omitted in this one. This edition includes forms for leaves of absence and other such forms on the last pages. |

Major additions were made to Chapter 5 entitled "Rights and Conditions of Employment--Faculty." These included sections on academic freedom and responsibility, scholarly opportunities, fringe benefit programs, faculty rank and promotion, tenure, leaves of absence, voluntary termination, suspension and dismissal, grievances, retirement, death, and emeritus rank of faculty members. This chapter should be read against the comparable chapter of the Faculty Handbook for l969. A minor change was made in the chapter on budgets. |

Also provided in a loose leaf royal blue binder, this edition was distributed in numbered copies. There are considerable changes from the 1971 edition. There is no section entitled "Qualifications, Selection and Responsibilities of the Department Chairmen" nor one entitled "Channels of Communication." However, a new chapter "Benefits, Practice and Opportunities of the Professional Staff" has been added, as has a chapter entitled "Civil Service Classified Employees," and another entitled "University Services." |

1977 Amendments |

(The Archives file contains amendments distributed 3/3/1977 and 8/8/1977, the third amendment is not on file.) On three occasions in 1977, amendment sheets were sent out to the holders of the handbooks. They dealt with department chairmen, faculty liability and faculty contact hours. The separate amendments and accompanying memos only are included in the file. |

1978 Addendum |

In September 1978, a large addendum to the Administrative Handbook was distributed. Pages were printed on yellow sheets and brown chapter dividers were included. The accompanying memo indicated that another addendum would be distributed in the Fall of 1980. A "Grants and Contracts" chapter had been added, as had a chapter on "Equal Opportunity." The accompanying index had asterisks to indicate changes from the previous edition. |

In spite of the last statement, an entirely reprinted edition of the Administrative Handbook was made available in 1979. A letter from the president's secretary states that the 1979 revision replaced the 1976 edition and the 1978 addendum. |
