Focusing on dismal test scores, unbelievably high dropout rates, and unaccounted funds, director Bob Bowdon treats his documentary as an unveiling of America’s educational flaws. Traveling through the United States, he argues that if states are paying thousands of dollars per student, then why are our dropout rates so high and literacy rates so low? Bowdon highlights America’s unacceptably poor performance especially in math as compared to the rest of the world. In asking its audiences to reconsider the plight of America’s poorly educated, The Cartel suggests solutions while unveiling corruption.
