Cynthia Conn graduated from the University of Northern Colorado (UNC) in 2003 with a Ph.D. in Educational Technology and a doctoral minor in Applied Statistics and Research Methods, and was awarded the UNC Graduate Dean’s Citation for Outstanding Dissertation. Dr. Cynthia Conn earned a master's in Instructional Resources from the University of Arkansas at Little Rock in 1997, and she completed a bachelor's of arts degree from Northern Arizona University (NAU) in 1991.

Dr. Cynthia Conn is the Associate Director for the Office of Academic Assessment at NAU. The focus of her work is on the assessment of student learning for degree programs as well as the liberal studies curriculum. Dr. Cynthia Conn has been leading the effort at NAU to create and implement an online-delivered course evaluation system that can accommodate course objective related questions. She has led faculty development workshops and presented papers at national conferences. The research topics for these presentations centered on issues related to the use of technology for assessment, strategies for increasing response rates to online-delivered course evalutions, and documenting the process engaged in by faculty developing a degree level assessment plan.

Dr. Cynthia Conn’s professional background also includes work as an instructional designer for ALLTEL Information Services (now Fidelity Information Services) and for UNC’s Special Education Division/National Center on Low-Incidence Disabilities (NCLID). In these positions, she was responsible for managing the implementation of a web-based training system for corporate-wide use and the development and online-delivery of graduate level special education degree programs, respectively.
